President Gloria Macapagal-Arroyo is welcomed by North Cotabato Governor Emmanuel Piñol upon her arrival Tuesday morning (Nov. 15) at the 602nd Brigade Camp Lucero in Carmen, North Cotabato. The President flew to North Cotabato to lead the 49th Foundation Anniversary celebration of the Municipality of Carmen and the inauguration of its new municipal building.
